This "repair" job was done on a house in Woodland, CA. by a person posing as a licensed contractor. The person charged $99.00 for this work, and provided a verbal warranty. The "repair" consisted of smearing black mastic on the red tile roof, and embedding a plastic garbage bag in the mastic.

Needless to say it didn't work. The elderly gentleman who hired this Contractor, had to hire someone else, first to clean up the mess, then to do an actual roof repair. He had no recourse against the Contractor, because there was no actual license to take action against.
